This will bring up the Event Viewer tile, Click to open the event viewer.
Since we are not sure about what is causing this issue, I would suggest you to check the Event viewer for any errors that could help us find the root cause of this issue. Do you face this issue (slow response) when only a single user is signed into the computer?
